Transperth Special Event Services

Public transport in Western Australia is funded by the WA State Government on behalf of the WA State taxpayers. The Public Transport Authority (PTA) is the body that is tasked with providing public transport within the State. The current level of funding provided to the PTA allows for the provision of scheduled timetabled services and additional Special Event Services to large scale community based events, such as Christmas Pageant, Skyworks, ANZAC Day at Kings Park and The Royal Show. The PTA’s funding does not allow for extra public transport support to commercial events.

It is the position of the PTA, supported by the State Government, that commercial event organisers and venue managers should be responsible for providing adequate public transport to and from their Special Event, and that the cost of any additional services should be borne by them.

The PTA provides event organisers with two costing models: either joint ticketing or flat cost.

Using the joint ticketing model, the PTA charges a fee per ticket sold to the event organiser/venue manager. Ticket holders, using their event ticket to access the Transperth network of services, are then entitled to use public transport to and from the Special Event at no additional cost.

With the flat cost model, the event organiser/venue manager is charged for the cost of additional services required. Normal Transperth fares apply and passengers are required to pay a fare as per timetabled services.

Transperth Special Event Services - Policy Guidelines

Transperth is pleased to offer public transport support for commercial event organisers. Event organisers are encouraged to establish a transport plan and contact Transperth to evaluate the level of timetabled services available, and establish whether additional special event services are needed to cater for patrons.

Transperth’s special event services are available based on the two costing models outlined below:

1. Flat cost model

A flat cost model for the provision of special event services is based on:

A flat cost for special event transport to be paid by the event organiser for additional public transport services.
The event organiser is billed for the cost of provision of additional services.
Standard Transperth tickets and fares apply, therefore passengers can transfer to Transperth’s normal timetabled services.

2. Joint Ticketing

This model is based on the supply of special event services with free travel entitlements for ticket-holders. Details of this model include:

The cost of additional public transport services paid by event organiser (service requirements to be negotiated with Transperth on a case by case basis).
Event ticket/membership pass is used to access travel on all Transperth services including timetabled services and special services operating for the event for three hours prior to the event, during the event and for three hours after the event.
Event organiser determines whether to recoup costs i.e. can be as a levy on ticket price or as a membership levy. Transperth has no input into how these costs are recovered.

NOTE: Provision of public transport support is subject to vehicles being available as events that clash with peak periods may impede what services can be offered.

Transperth sponsorship policy

Requests for sponsorship

As a public authority it is necessary for Transperth to rationalise the sponsorship and support it can offer to organisations. All requests must read and follow the 'Information for applicants' document and submit a 'Written request for sponsorship from Transperth' at least four months prior to the commencement of the sought sponsorship.

Eligible applicants

The following types of applicants are eligible for consideration:
1) Not-for-profit conglomerates e.g. charities, foundations
2) Community-based organisations e.g. community groups, sporting clubs
3) Companies and statuary bodies e.g. schools, local governments

Applications that will be deemed ineligible include:

Requests from individuals;
Requests that do not comply with Transperth sponsorship policy guidelines and standards;
Groups that could potentially expose Transperth to legal liability through commercial, political or public controversies; and
Late applications - requests that are received less than four months prior to the commencement to the sought sponsorship.

Lodging requests

If organisations would like to lodge a submission for sponsorship, the ‘Written request for sponsorship from Transperth’ must be completed. Organisations with applications that require detail beyond that which is contained in the ‘Written request for sponsorship from Transperth’ are invited to also include further proposal details.

The completed ‘Written request for sponsorship from Transperth’ should be forwarded to Transperth for further action.

Public Transport Authority sponsorship

Due to the large number of requests that the PTA receives for sponsorship it is necessary to limit that support. The PTA will not normally support requests for 'free tickets or donations' but if you would like to make an application please put all requests for donations and secondary support in writing accompanied with information regarding who the beneficiaries of the donation will be.

Any requests to the PTA for donations, or secondary support will be forwarded to the Corporate Communications branch for further action.

Transperth's major annual sponsorship event is Radio Lollipop Uniform Free Day. The Public Transport Authority (PTA) also supports a range of events such as Step up for MS, the Salvation Army and other smaller charities.
